ENJOY Evidence Framework

We developed ENJOY (Evidence Navigation Journey) as part of our Strategy 2030 to guide evidence generation and use, strengthening evidence culture and practices across our global work and partnerships.

We developed the Evidence Navigation Framework, ENJOY, as part of our Strategy 2030 to guide evidence generation and use across our work and partnerships globally. The framework establishes a clear vision for assessing and strengthening evidence culture and practices, consolidating multiple tools and frameworks into a cohesive approach.

ENJOY clarifies best practices for evidence generation and use, setting a standard for program design and implementation. It assesses partner organizations’ evidence practices, identifies gaps, and provides access to tools and resources to enhance their capacity.

The framework focuses on four key dimensions:

Evidence Culture: Commitment to evidence-informed decision-making and fostering a robust evidence culture.

Effectiveness: Achievement of intended outcomes and impacts.

Implementability: Feasibility and potential for successful execution.

Sustainability: Long-term impact and scalability.

These dimensions provide a comprehensive approach to improving evidence practices in organizations and programs.

ENJOY is applied in multiple ways across the Jacobs Foundation’s work:

1) Reviewing proposals and program approaches to evaluate their evidence base and implementation readiness.

2) Guiding program design and refinement by strengthening evidence practices within partner organizations.

3) Supporting monitoring, evaluation, and learning (MEL) through integrated evidence practices.

4) Tracking shifts in evidence culture and practices within partnerships.

By using ENJOY, partners can review their own evidence practices, identify growth areas, and strengthen their capacity for evidence generation and use, leading to more effective programs and greater impact.
